印州初選前數日，共和黨人想起了克魯茲在聯邦參議院的強硬作風。前聯邦眾議院議長貝納（JohnBoehner）說克魯茲是「撒旦的化身」，還是他在國會山莊共事過「最可怕的雜種」。
他2015年3月宣布投入白宮選戰時，自我形塑為草根保守軍團的領袖，主張自己是唯一能團結共和黨內社會保守派與自由派等諸多山頭的參選人。

當時他演說長達21小時，希望說服議員別提供總統歐巴馬的招牌醫療改革法所需資金。克魯茲斥責某些政治人物「廉價的西裝」、「糟糕的髮型」，還朗讀了蘇斯博士（Dr. Seuss）的童書「綠蛋和火腿」（GreenEggs and Ham）。
